Identify all products that do not have a specific tag associated with them.
It is far easier to report on and take action in response to a tag than a product purchase. A good practice is to have a single tag associated with the purchase of each product. A common practice is to name these tags something like Purchased -> Product Name. This tag is usually applied as part of fulfillment, tracked in the report above.
